New Chair For Body Ruling MPs' Expenses

Professor Sir Ian Kennedy is to chair the new body charged with governing MPs' expenses, according to Sky sources.

He will lead the Independent Parliamentary Standards Authority (Ipsa) when it begins work cleaning up the House of Commons, most likely after next year's election.

Four other board members are still to be found.

Sir Ian's expected appointment comes less than 24 hours before a report is published recommending changes to the expenses system.

Sir Christopher Kelly's report for the Committee on Standards in Public Life will be available to read on its website from 10am.

Ipsa will then implement the recommendations of Sir Christopher's report.

The new authority replaces the discredited Commons fees office in attempting to keep Parliament's expenses in check.
